I have a propane BBQ, it has a large steel base to the inner cooking area which could probably be lined with charcoal rocks, is this possible? Would I be able to make a "ghetto" charcoal/propane BBQ that adds the flavour of charcoal to the convenience of propane cooking?
no. you cannot add charcoal. look in the bbq section of your store, and you should be able to find "bbq wood chips" (such as mesquite, etc.)

i have a typical bbq propane gas grill. is it a low pressure or a high pressure propane system?
with a preasure regulator it is converted to a low preasure system.
By nature, LP gas (propane) in its liquid state (as it is when your tank is filled) is high preasure. For every one cubic inch of liquid propane it expands into 700 cubic inches of vapor (the form it is in at the burner). I do not believe that a 20# propane tank is big enough to handle the vapor of one cubic inch of liquid, so it is understood why it is high preasure.
