How well should a wood burning fireplace blower work?

I just bought a new home and it came with a woodburning fireplace insert with blower and it seems like no air is getting blown out hardly at all. When put paper in front of it the paper blows out very little maybe 1/4 of inch.
If it is a NEW home the blower should be able to blow air at least two feet from the front of the fireplace. If it has already been lived in it might have the following problem. It should definitely be able to blow the paper more than you are describing. I went on a service call just last week for this same problem except the owners said the blowers electrical was bad. What I found in this situation was the owners had cats and dogs in the house and the blower fans were clogged with hair and lint. After I cleaned them they worked great. Not an electrical problem at all.
